I don't think RCI should have to pay for a test but since it has been testing B2B passengers it would be great customer service to provide tests at cost for those who need it to fly - particularly given internet issues onboard. Royal did partner with various labs that were offering mobile lab services outside the cruise terminal on day of disembarkment at various US ports. Lab results are emailed to you within an hour by the mobile lab. And there are labs at just about every airport that offer testing.
