I live in Portland Maine. If you are a pretty good walker there is plenty to see within walking distance of the cruise port. I've visited Halifax. It is very similar to Portland, easy to walk to sites. Both have points of interest further a field which would require transportation. Both places have local tour companies and taxis available. Boston is a bigger city. I would recommend Old Town Trolley to see the city.

Depends what you want to see.

Boston has tons of history a couple miles from the port, you could walk or take transit.  But if you want to see Lexington and Concord, you'll need a tour.

Pretty much the same rule in every port.  Some things you can do on your own, other things require a tour, be it from the cruiseline or booked on your own

Like Nitemare said, it depends on what your interests are.

Charlottetown - has a nice downtown but I imagine that there are lots of tour options that may be interesting as well.  Never been there on a cruise.

Sydney - there isn't much downtown.  There is a historic walking tour, a nice craft show in the port terminal, a little bit of shopping and a couple of decent places to get food or drinks. The best parts of Cape Breton are outside of the Sydney area.  I'd probably do a tour here.
Halifax has a lot to offer downtown, shopping, historical sites.  Lots of food and drink choices too.  But they also have some really great things to do on a tour as well.

Boston -  I haven't done a cruise but years ago we did the duck boat tour and loved it.  Also enjoyed the aquarium.
