Since the offer the OP mentioned is likely from a "paid upgrade" email, it very well may not be honored onboard. These emails, at the two weeks out point, are generally very good deals and naturally go very fast. IMO, if you get an upsell offer email you like, grab it quickly as the better cabins involved will go fast. As soon as we boarded the 2018 Grand Asia in Seattle, we asked the front desk for an offer on a NS from a verandah. They told us to wait until the ship had finished boarding in LA, which was the cruise's official "embarkation " point, 7 days later in LA. At that time we were offered (and accepted) an offer for about half the published price. Since we had already paid for a verandah, the actual discount for the NS was about 25 - 30% deduction. We thought that it was well worth it for a 3-month cruise. I think it just depends on the length of the cruise, the number of unsold cabins, and the class of the unsold cabins.
