Fully Paid To Book Excursions?

Does anyone know if your cruise needs to be fully paid in order to book an excursion?

 

2/12/23 Ruby out of Galveston. Excursions are now listed for this cruise, but I get an error msg when I try to book. I am wondering if it is because the cruise is not paid in full, or is there a glitch.

No I booked shore excursions before the final payment was due on my upcoming british isles cruise.

I expect it is a glitch as they were not even listed when I checked a couple of days ago.

 

Also, as it has been so far when I look at the port information it says:
