Sanctuary - Does it fill up?

Wait staff (called Serenity Stewards if I remember correctly) will bring you food and drinks plus blankets and refreshing spritzes of water depending upon the temperatures.  The Sanctuary also has their own lunch menu (maybe breakfast too but we never get up there early enough) or you can order from the Lido deck grills.  Tea (and coffee and lots of small sandwiches and pastries including scones) is served at 3 pm.  Of course if you prefer you can bring food from the buffet or the International Cafe (although the latter may be available using the Medallion and delivered to you but we didn't try that).

If it is just too chilly and cloudy/drizzly, I don't think it is any problem to cancel.

There have been a few times when we have had Sanctuary bookings and the weather turned bad. One rainy morning at 8AM I went upstairs and the Sanctuary manager was quite happy to cancel our booking on the spot. Another time the skies opened up around lunchtime and she cancelled our afternoon and only charged us for our morning. So yes, the Sanctuary management is usually very helpful in that regard.

Never and we have had multiple full cruise reservations. That’s not to say it doesn’t happen but the staff keeps careful tabs on the attendees.

Absolutely correct. The Sanctuary isn't General Admission, each lounger is dedicated and assigned to the person who booked and paid for it. When someone books  a lounger, it "belongs" to them for the term of their booking and is clearly marked as such on the booking map sheet for that day. If someone else steals the lounger, they will be dealt with very quickly by the Sanctuary manager. Nothing to worry about.
