There's really no specific time that a temporary passport is good for.  It depends on the situation it's issued under.  It can be for as short a time as necessary to get someone back to the US (weeks or months), or up to a year.

And not all islands (in fact in the Caribbean many don't) have a US Embassy or Consulate to issue passports in an emergency situation.  For example, the US Embassy Barbados covers the Eastern Caribbean (Grenada, Dominica, St, Lucia, Antigua and Barbuda, St. Kitts and St. Nevis, St, Vincent and the Grenadines in addition to Barbados).
