Can anyone tell me if you are allowed to use the Diamond Plus BOGO coupon on Day 1 or 2 for LUNCH at Chops Grill?

The offer is for dinner. It it’s possible that a particular ship might allow it for lunch.  
 

No way to tell until you ask once on board. Years we have used it for lunch, but I’d say in the past five years we’ve been denied

Not sure about lunch but you book and pay for a specialty on day one or two, you can make the reservation for any day of the cruise. We have done this on Navigator, Ovation and Quantum.  BOGO is not that big of a deal over a package price, last cruise on Quantum BOGO for chops was $78.99.

If they are not busy they will surely give you the lesser value for your bogo.

This is not true.  If a ship does not allow you to use the BOGO for lunch, they don't make exceptions.

The frustrating thing is that each ship seems to be "freelancing" the whole BOGO issue.

And that could change tomorrow. We have never been refused. So, IMHO, it is better to ask than to assume it might be a ship that does not allow it.
