Yes-it has always been that way. 
 

While not dining, it is the same with the Internet benefit. Diamond plus gets two days of Internet on a three night cruise or longer.  A few benefits are dependent upon cruise length. (number of amenities, wash and fold laundry, cheers with an officer, etc.) most of the amenities are the same, regardless of the length of cruise.
