Passport needed for Turks and Caicos?

I always sail with a passport but my passport had to be fixed and had to be sent to the State Department. it may not be mailed prior to our cruise. Can I sail with a Birth Certificate and State Driver's License without any issues? I called HAL but was given conflicting information. Any help would be appreciated.

HAL accepts birth certificates as ID for cruising.  On Grand Turk, you only need to carry your sign and sail card to get on and off the ship and through the Dufry shop on return.  Not asked to show anywhere else.  No one asks for passports.
