Can you snorkel at Lovers Cove Catalina unguided?

All beaches in CA are public so in theory you could walk to Lovers Cove to snorkel, but there isn't much of a "beach" there, just a tiny, rocky area that disappears at high tide. That is why most of the snorkeling is off boats. Plus the water is freezing, even in Summer.

 

But in theory, you can.
