Prepay gratuities when booked via TA

I called Royal to prepay gratuities for my upcoming sailing. We have two cabins, both booked with a TA but different TAs. I was able to prepay my cabin, but they wouldn't let me prepay my kids cabin, said it had to be one of the passengers in that cabin calling. So I called back (as my daughter) and was told this time that I couldn't prepay, it had to go through the TA. Is this a HUCA situation or did I just get lucky the first time?
