Are sodas free in the main dining rooms at dinner?

“Included” (nothing is free except water) with a drink package. 
Without a drink package soft drinks are available in cans only. For sale individually.

Free drinks:

Coffee

Tea

Lemonade (buffet/Lido deck during lunch)

Chocolate milk in MDR

Hot Chocolate in MDR (morning). Charged if in the buffet since it comes from the bar.

Our kids get apple juice and regular milk too in the MDR without beverage package.

Nothing is “free”. 
There are “included” drinks. 
The OP specifically about SODA. 

Drink packages are generally* (but not always) fulfilled with fountain drinks. 
Drinks sold individually are generally* (but not always) fulfilled with cans. 

* Subject to availability and crew motivation.

Very good iced tea is included with all meals
