 It was walking distance.  I don't remember the name of the rental place but you should be able to find it on Google... that's how we found it

In San Diego there is a stop very close to the pier.  If you Google it you will find a map with all the stops.  I'm not sure if it's called San Diego Trolley or what, but those words should get you somewhere.  We did the trolley both times we were in SD because there's so much to see there.

the gold cart rental office is within a block of where you get off the tender boat (Catalina, as is Santa Barbara, is a tender port)

I have used Private Journey before and was very pleased with it.    The main reason I chose this option was it was the first cruises after Covid and at many points you could not tour on your own.  We didn't want to do a Group Tour with lots of folks.   The prices for us worked out real similar to Tour by Locals.   Since we had a Celebrity Private Tour -  the head of excursions escorted us off the ship, found our guide and processed us through the port security where we were required to have our forehead scanned for temperature.
