Free cucina and free Chibang

Didn't Carnival make them free because the dining rooms weren't big enough to accommodate the whole ship (or at least everyone who didn't want to pay for specialty restaurants) for dinner?  Not sure they can get away with not making the "not as nice" specialty restaurants free on at least a limited basis without completely overwhelming the MDR. 

 

Unless they can find enough people willing to pay $8 for dinner vs. a free meal in the MDR, they may have to stick with making the "not as nice" specialty restaurants free on at least a limited basis.
