Yes, when you board, you’ll see crew members selling the packages on Day 1 and some ships also on Day 2.

 

You can also buy It on the App, once OB.  You can use OBC to buy it and you also save the amount of insurance you would have paid precruise on it.

I have bought it onboard and used OBC. I just booked a cruise today and if I buy it (still if), I will buy it onboard.

The only negative to buying it onboard is that the price may have went up since you booked.  This is especially true if you booked way out like I did/  I booked nearly two years out and I'm sure the price for Plus will go up within that time.   But if you book onboard you can use OBC  and avoid paying insurance on it as others have stated.
