Vigan City & Laoag tours outside of cruise tour

I am leaving Oct. 30 from Norwegian Jewel to Asia.  On Nov. 1 I will be at Salomague Philippines.  Anyone know if any Tour outside of cruise company do pick up and drop off for 5 people (10a - 6p port time) ?  I don't mind private or share.  Tks.
