Transport options from White Bay Terminal to Circular Quay

As we have limited time in Sydney we have opted to visit Circular Quay and the Rocks.  I understand public transit options are not great.  Wondering if the ship (Noordam) will provide a shuttle, or should we plan on taking taxi or Uber?  Will there be cabs at the White Bay terminal?

I suspect it's unlikely Noordam will provide a complimentary shuttle, although if you're staying overnight they may offer a transfer as a 'tour'.

If that's not available, taxis will be at the terminal, but there may be a wait at peak // busy times.  Alternatively uber can also be organised as normal.

We were on the Noordam last year when it made a stop in Sydney.  There was a paid shuttle from White Bay Terminal to Darling Harbor.    There was a wait at both ends of the trip. (I heard passengers complaining about the wait).  We were a group of four and used Uber without a problem.  If time is limited and you want to maximize your sightseeing, I suggest a taxi or Uber.
