Does Celebrity have a space like The Sanctuary  on Princess?
Something  Available to all passengers, for a fee of course. 
Looks like  The Retreat  is just for Suite passengers. 
We cruise Princess a lot.  Always book The Sanctuary

No not really. 

As you've realised the Retreat is for suite guests only. 

The only other 'private space' would be the spa deck. But it's not the same thing at all.

The Solarium (adults only) is about as close as you'll get; I like it, but it is not nearly the same as Princess' Sanctuary.

I'm actually glad Celebrity doesn't do this. NCL also does this and it further limits the amount of public spaces for everyone. The way the newest E-Class ships are configured there's no space for a paid private sunning area that wouldn't seriously impinge on the overall public space for all passengers.
