They did last year but very faded

I was there in November and they still had them.

When we were there in June 2023 they were taking them down and we just missed them. I don't know if they've been put back up.

A local told us they always have them and the theme changes based on what's going on at the time. As you can see from my photo it was diabetes awareness.

They were not there the weekend before last, and the street was blocked off.

The last time I was there they were badly faded  pink, remnants of Breast Cancer awareness. 
So it seems that your opportunity to see it depends on the timing of your visit. 
The Umbrella St in Puerto Plata, DR is permanent, and impressive to see, but I think it is nice that San Juan changes their’s to honor different events/causes.
