DOU Everywhere first day question from Miami

We've had DOU Everywhere from Galveston before and I know that when sailing from there you need to wait until the casino is open before DOU is activated. My question is, when sailing out of another port that isn't in Texas (or NY or Norfolk) do we still need to wait until the casino opens or is it like that only when sailing from those three states?

No. Cruises from Miami using Drinks everywhere has no relation to whether the casino is open or not.
