As long as all of the ingredients are bought from Texas, yes. There might be a limited selection on the first night.

The margaritas are part of the reason that I booked this restaurant, that and that  El 5 De Mayo is celebrated here in Texas and Mexico

If you depart on time, usually by 6:30 to 7pm you've hit international waters and it's the full drink menu.  And they'll still likely have the margaritas just maybe made with different tequila.

Until approximately 7 when ship hit’s international water you can drink any mixed drinks but they will be made of very generic liquor. Also very limited selection of beer and wine,
