From what I can find: The 2024 cruise season will kick off our new tender operations in August, where the Port of Halifax will welcome passengers via tender boats to Pier 24. This will be indicated on the Cruise Schedule with “P24 TND 1” or “P24 TND 3” (the TND # indicates anchorage position). In our case, we are scheduled for Anchorage #1. Here's an anchorage map for the harbor: This map shows where Berth 24 is: Looks like Berth 24 is just south of the two cruise ship docks (not terribly far). It came in at the farthest point on the dock away from the Boardwalk—at least 20 minute walk before reaching the boardwalk. Made for a long hot walk to even get part way down the waterfront.
