We rarely do the AI on cruise ship days. However, Cozumel shoreline is predominantly ironshore so the limited sandy section is where the large tourist beach clubs and many of the hotels offering AI day passes are located and whilst PAYG may be available at non-peak times, it is not guaranteed. The other option for sandy beaches is east side but not recommended during sargassum season or for swimming. Also what you save on non-AI you will pay in transport so no cost savings. Punta Sur has sandy beaches but you will pay for park entrance and transport. If you are content with a lounger or table and chairs overlooking the ocean with rocky coastline and maybe “sandy” areas there are lots of PAYG bars but extra facilities (pools etc) may be limited. Some locations eg Playa Azul, Buccanos offer PAYG with minimum cover charge. A lot depends on your budget, expectations and requirements and which pier you dock at. Del Mar Latino (adult only) is considered good value to some, despite being AI, if you are docking at Puerta Maya since no transport costs but it is very small and no sandy beach. You really need to study the web sites for places you are considering. It would be easier to make suggestions if you indicated your expectations regarding food, drink, facilities, length of stay etc. Any beach is free to put down a towel in Mexico but you will not be able to use any facilities like restrooms etc and as I have said most sandy beaches are “managed”.
