I assumed there wouldn’t be much demand, although it would have been nice for those of us who flew in. Its probably only offered for 7+ night cruises. Your SW flight has to be within the timeframe of 1130 & 1800 the day of departure. Luggage Valet is $29 per person. You need to sign up for it by day 2-3 to participate.
