More people already receive offers than can be used on ships. I think the casino prefers to take a chance on known gamblers vs unknowns but is looking for higher returns. Carnival now has a partnership with Bally's to attract top tier land gamblers to try their luck at sea. Now that sounds like a better win-win. The allure of land casinos is that you can go to a different casino if you're having a bad bight at the resort you're staying at. Can't do that on a ship. We go to Vegas maybe 5-8 times a year. Comped food with comped rooms and the kids stay home with their auntie. Our 2-4 cruises a year is strictly a vacation with the kiddies and the casino as a side diversion for a few hours a night. Royal has some sort of agreement with MGM. NCL is with Caesar's.
