Uninformed cruise line reps & travel agents often say Jones Act when it is actually the PVSA. Does this violate the Jones act by doing this ? thanks No, this does not violate the PVSA (Passenger Vessel Services Act, not the Jones Act), as you are starting in a US port, but ending in a foreign port. The two cruises are each legal, and together are still legal.
