Smoking at the pier in NYC

If you arrive at the pier in NYC early, can you go outside to smoke while waiting to board the ship or is it once you're in you can't get out.

Thanks for your replys. I've sailed out of NYC 3 times so far but have never waited. The first two times I traveled with someone in a wheelchair and the 3rd time we were in the Owner's suite. We're going again in Oct. and now I'm being told my DH sister (the smoker:mad: ) may be joining us. I can tell you right now I DON'T want to have to wait at the pier with her if she can't have her butts.
