Grand Princess Emerald Deck Balconies, near the front, question

Looking at the Grand Princess deck plan, I noticed a few balconies on the Emerald Deck way near the front of the ship, there are ocean view in front of and behind...it looks almost like there is a deck that goes right in front of those balconies. Could someone explain what the deal is with those?

The upper promenade deck runs just below those balconies. Anyone walking by is about head high with the bottom railing. There are pictures somewhere on webshots, but I could not find them just now.

Here is a picture, cabins to the left, upper promenade deck to right. Interior layout and space of the cabin is like any other balcony cabin on the ship:
