Is there a sliding scale re the cost of children under 11 sharing a cabin? Or in other words what I really need to know is ... do they charge the same price for a 16 month old baby as they would an older child?

No to the sliding scale.

Yes, everyone pays the same price.

EDIT: Unless there is a 3rd and 4th passenger rate. ;)

Yes the price is the same. Unless the one of them is a 3rd or 4th person then you get the reduced rate. But it doesn't matter what age you are. There are no child fares. Sounds crazy but true:(

Yes they do, there is the fare for the 1st and 2nd passenger in the room and then usually a much lower fare for 3rd and 4th passengers, and the fare has nothing to do with age, you will pay the same for a 3 month old or a 30 year old.
