I would not recommend renting a car just to visit a few sites. You can easily take taxis or even the train between points. This would be just as cost effective if not more than the rental and you wouldn't have to drive in this city.

We are renting a car in Rome but not for in Rome, having seen the parking and the driving I would not attempt it in Rome. We're taking the car up to Tuscany for a few days and want it there to go between the hill towns. In Rome we hoof it. Cabs and the metro and busses are another option.

We have done a lot of driving in Italy (thousands of miles) but, Rome is one place (Florence is the other) that we would not drive our own car. Besides the traffic you also will have a very difficult time finding parking. It than becomes necessary to find private garages, and they are quite expensive. The best (and fastest) way to get around Rome is by using your feet, public transit, and taxis.

We always like to do one of the Hop on Hop off bus tours too as they show all the hgihlights and are a great way to get your bearings. Other than that, it's all walkable, transit or taxi
