I would guess that the baggage rules of the airline booked for you by RCI would apply. Further, the actual date of your ticketing, in relation to the effective date of the airlines' recent fees, would determine the applicable fees, if any.

True, the airline determines the policy, not a cruise line.

The cruise line has nothing to do with the rules, you are subject to the rules of the airline you fly with.
