Nice waterfront/waterview spots for lunch include:

(from north to south)

Alfresco at 53 Town Hall Road, West Bay serves International & Local Caribbean

Luca at The Caribbean Club 871 West Bay Road, George Town serves Italian & Seafood

Casanova at 65 North Church Street, George Town serves Italian and Seafood (within walking distance of the piers)

Grand Old House at 648 South Church Street, George Town serves International Gourmet

Lobster Pot could be a good option for a romantic meal. Guy Harvey's too, though the restaurant is not above his shop. It is above the Harley Davidson shop in the Aquaworld Duty Free Mall.

Rackham's certainly qualifies as waterfront but is lacking in romantic ambiance. It is a great waterfront bar, if that is the scene you are looking for.
