I would not think it is mandatory or it would be a service charge. Pre paid is different from auto tip. Some pre pay so they have it taken care of ahead of the cruise for budget purposes. I do not know about CCL but other lines we have been on they always add 15-18% to the drinks no matter where we are. Maybe it is all gratuity. Some call it a service charge Lyn 15% added to all bar drinks (alcoholic or not) is automatically added to the bill on most cruiselines... I have never seen 18% added ever.
