Baffling balconies

Lido, Riviera, Aloha, Baja, Caribe (where the balconies are half covered, half uncovered so you'd have privacy under the covered area), and the mini-suites on Emerald deck. The only deck with fully exposed balconies are the mini-suites on Dolphin deck.

However, those on Dolphin deck can look back up and into pretty much all of the balconies above them.

We were on the Riviera Deck and could see at least parts of all balconies all the way down to the Caribe Deck, also, the cabins on the aft of the ship witht eh balconies that face forward, those passengers can see the entire balconies of all decks, AND, officers on the wing bridge can see all of the balconies.

So, to answer your question, there is probably no balcony that is absolutely obstructed from someones view.

All of the balconies on the aft of the ship are covered, thus NO ONE can look at anyone else's.(Unless you stick your head out and look around the divider to look at your next door neighbor  ;) ) Also true on Emerald deck.
