I'd go to the Carnival board to ask this question.

 

What I can tell you is that cruise ships are at sea most evenings and if there is much motion at sea, the pool water is sloshing all over the deck. Sometimes the pools are even drained at night. We do walk the decks many evenings and you will see people out there, but most of the time is is fairly quiet. Some nights they may have pool parties, it depends on the ship and the itinerary.

The carnival ship I was on in Jan the main pool closed around dinnertime, the hot tubs stayed open later. There was one hot tub at the back of the ship I think was the "adult" hot tub" stayed open until 10 or 11 officially but we were able to stay in it much later for some of the nights.

I've never sailed on Carnival, but I can tell you that on both Disney and Royal Caribbean the pools were always open.

 

We were a little confused first time we saw a Royal Caribbean pool (in the evening) covered by a net. It didn't take us too long to realize that they empty out one pool at a time, and they cover it with the net while it's being refilled. I suppose this is just in case a child (or a drunk) happened to fall in while it was only a few inches full.

 

But they only empty the pool / put out the net on one pool at a time -- that leaves the other(s) available for use.
