That is the TA invoice, not RCI's (even though that could be the same). The booking also could have started as MTD and then you were moved to fixed late dining (by request or not) before the sailing.
In RCI terms that is a SeaPass card, not a SetSail pass. If the planner or app let you make MTD reservations pre-cruise that's an IT glitch that's not supposed to be that way. That same glitch may have shown up in the system on the ship which is why they would ask you to use the MTD system for dining.
The thankful for the upgrade.
If you really want to see a neighborhood balcony, leave late from your cabin and go into one on the last day (when most of the cabins doors will be open for cleaning on turn around day).
You may be the exception to everyone else who has had MTD - with MTD there's usually no assigned table listed on the SeaPass card (the card you use on board). You may also be the exception of what is usually listed on the SetSail pass (the thing you show at pier check in).
You are much less likely to be eligible if you don't get the email (the email usually is sent to the first person on the booking).

Yes, those are limited offers but in reality anyone could probably get close to that price if they catch a good enough discount. Never underestimate the marketing pull of RCI.
Other than some very limited offers in the planner, there’s no discount for D. You would have to do the math it terms of number of drinks you plan to have to see if a drink package makes sense. Unlikely that it does.
