PO sounds like it's the abbreviation for your ship - Panorama maybe?

Well for me, my scissors are in my bag along with razor, deodorant, contact lens solution, etc. It's all in one kit. So whether I'll need them or not, they're coming with me when I'm packing for a trip.
Anything is possible once onboard, but yeah I think you typically have to board the ship with Everywhere to get it. You won't necessarily earn it for the current voyage.
You can ask the casino host where you're rating at any time with table play. But yeah it is not as cut and dry as slots, to say the least.
Cellular connectivity is absolutely immaterial for the Hub app to work. Indeed, Carnival (and pretty much everyone else) recommends you leave your device in airplane mode while onboard so it won't connect to the cellular network at all.
That is curious. They even have a slide showing on the jumbotron saying that you can order half portions or appetizer sized portions, and to refuse bread if you don't want any - to help curb waste. While they're printing thousands of pictures just to throw away a few decks below your feet.
Not ahead of time, no. If you are registered for Anytime Dining, you request a table when you wish to eat that evening once the restaurant opens. When a table is ready they send you a notification on the app.
If you are registered for set dining, you have the same table every night at the same time so it's already reserved for you.
I don't think the offers are random, at least not entirely. Why does my wife sometimes get better casino offers than I do, despite us always spending similar amounts of money and time? That might come down to randomness. But the overall tier of offers that we get is determined by our level of play.
The problem is Carnival doesn't really publicize their tiers like most other casinos do. So there's a lot of speculation.
Carnival must have a good contract with FedEx. One would think it would be easier to just put the funds back on the old gift card...but I'm sure they know best.
You don't make a reservation with set dining. You have the same table all cruise - in fact, the last time I had set dining my table number was printed on my S&S card.

A Sunshined ship at over 100% capacity is really rough. If that was my first experience with cruising, I'd probably never go on another cruise frankly.
Donkey will probably be the one that records those videos you see playing on the in-cabin TVs. A lot of them need an update. Maybe he will take over JH's page too... lots of upside for him...
I assumed OP meant buying the liquor before the cruise for delivery to their stateroom during embarkation. They seriously limit this and the prices have gone way up.
As far as duty free liquor, that remains as popular as ever but the selection is varied from ship to ship and cruise to cruise so it's tough to say what will be available for a particular sailing (other than perennial favorites like Hennessey White).
I think they generally have Rockstars, perhaps Red Bulls as well.
The fun shop's liquor selection has been seriously cut down in recent months as the behavioral problems have ratcheted up. You can now only buy 1 bottle of liquor per stateroom, only for cruises longer than 6 days I think.
