    Fortunately Spain has a system in place where the health and welfare of the citizens is paramount. 

     

    Spanish labor contracts have a "Force Majeure' clause and are registered with local and national authorities. This really softens the immediate blow from this crisis. 

     

    Wikipedia definition: A "force majeureclause (French for "superior force") is a contract provision that relieves the parties from performing their contractual obligations when certain circumstances beyond their control arise, making performance inadvisable, commercially impracticable, illegal, or impossible.

     

    There is a mechanism in place called the ERTE (expediente de regulación temporal de empleo) which allows companies to issue temporary redundancy to its workforce as a result of the force majeure which in this case is the coronavirus crisis. The best part is that if the company survives, the employee keeps their employment and seniority and benefits. 

     

    When an ERTE is implemented the workers do not have to file any documents as it is handled by the company. The initial time frame is 6 months and that is where this could become a problem, if the ERTEs are not extended. 

     

    The company keeps paying the social taxes for the employee that includes their state health insurance, while the government pays a higher level of unemployment. This is 70% of salary for the tourism sector but, for instance, SEAT a Volkswagen company paid their laid off workers 80% per agreement.

  2. The story of the Las Vegas mayor is just one of the many societal and cultural flaws being brought to the forefront by this pandemic. 

     

    She and her former mob lawyer husband have 'ruled' Las Vegas since 1999. They seem to have brought much economic good to the city.

     

    Their focus on highly visible economics and growth, without concern for long term planning and sustainability in a crisis situation are probably not that uncommon across the country and we will see many more such examples in the coming days and weeks. Hopefully most will not be a full train wreck as her interview has been. 

     

    One of the greatest recent achievements is bringing the UNLV Medical School in 2017, where she is quoted: 

    "“You need high-quality medical care and research to build a world-class city,” Carolyn says. “You need world-class culture, and you need major league sports. That drives everything else.”

    Royal uses only outside consultants (contractors) for all 'Special projects'  This includes everything from the Wow band, various apps and even the water slides and all ship enhancements. 

     

    All of the many failures of technology for Royal over the years have been brought to us by one or more of these 100s of consultants and contractors. 

     

    By the way, all contractors were the first to go from Royal back on March 11th prior to the ceasing of operations.

    I can't say I did not think the same thing. 

     

    I was in a Publix grocery store just yesterday and was amazed at the number of shoppers that could not understand or comply with the one way aisle system marked clearly on the floors throughout the store. I met someone in every single aisle going the wrong way, most stopping just next to me and completely oblivious to the social distancing attempt made by the retailer. This was even at an hour where the store was no where near capacity. 

     

    With this behavior in a crisis in the home community of the shopper, I sure wont expect much better of a traveler, with the 'I paid good money for this experience' mentality, on  a cruise ship far from home and further 'entitled' by frequent traveler 'status.'

The Wow-band technology can be enhanced in many ways and can provide for elevator destination management, deck chair social distancing assignments and track movements and interactions with passengers and crew along with reporting a passenger with a fever to the ships medical staff. I guess sensors could even track use of hand washing stations prior to entering dining rooms and entertainment venues. 

     

    Royal already uses facial recognition technology all over the ship. 

     

    It was already being developed to track passenger movements in port and sensors were going to be placed in shops in ports even to track passenger spending and other information. 

     

    With the right level of investment and research, there will be many technological safeguards that can be developed.

    The only thing stated so far is that it will not include any refurbishment of the cabins on the ship. That was the initial reduction, while you were still on the TA, prior to arrival at Barcelona. I do not remember perfectly now, but think they referenced a June completion date with 3 weeks in dry dock. It seems the Carnival project will have a separate set of workers and will spend much more time in dry dock. 

     

    They do not disclose all details, but it sounds like there have been some back and forth negotiations going on and that the shipyard is pressing the government to exempt the project from the extension of the Spanish state of emergency. The shipyard is government owned through SEPI, the Spanish industrial holding company.

    Allure is scheduled to depart Southampton on Saturday the 25th at 5 PM. 

     

    The latest news from Navantia is that, while Royal Caribbean have cancelled the contract, the limited project can be saved only if the decision by all parties is clear by the 26th of April or the new contact will be lost by the shipyard. That coincides with the movement of Allure at Southampton. 

     

    The labor unions are currently stopping the re-opening of the shipyard due to the lack of Personal Protective Equipment (PPE). There is a Saudi Arabian military project along with the Carnival project being delayed. A Spanish military frigate has been approved to start with work commencing on Monday the 27th.  The Spanish government would have to approve the entry of Allure prior to the 10th of May at this time as the state of emergency has most likely been extended.

    It is my understanding that all cruises sailing out of Amsterdam have been cancelled at this point through July 2020. It is very likely that the EU will try to get a closed border order to restrict all international (non-EU resident/citizen/shengen ) through September 2020. 

     

    They just released an updated list today with all the cancelled sailings and your sailing does not appear on the list. It seems they have only included sailings where the cruise line has confirmed the cancellations.

  10. The information coming out of the Spanish government is that they plan to have no international tourism this summer. They plan a full or partial closure of the border until September. 

     

    Allure is awaiting orders in Europe and Jewel has been drifting in Greek waters for some time now. They could both be ready for November TA sailings.

    On the 8th of April Navantia had extended their suspension of activity until the current April 26th date and it is unclear if they will also follow the expected extension to the 10th of May that will be requested next. 

     

    Royal Caribbean have cancelled the current project altogether at this time. Any further work would be on a new contract. Royal Caribbean holds a multi-ship contract with Navantia and they could contract a new project in the future. 

     

    They have evacuated all of the crew that was to be working on board the Carnival Victory the first week of April and that project is postponed. The ship will become Carnival Radiance post dry-dock and the European season was cancelled and the ship currently sails possibly first in November.

  12. The recovery plan that Spain is working on now does not consider any international travel will be allowed throughout the summer. They will only allow Spaniards to travel abroad for medical purposes. The plan will involve a great deal of testing and carriers without symptoms will be quarantined in hotels. All Police, EMT, Medical staff and nursing homes will be tested first. 

     

    If that June cruise departs from Spain it will most definitely be cancelled.

    Denmark the only country RCI sail in Europe to start a plan to open up their country will keep border closures through mid-May and will not allow large gatherings and lack of social distancing through the end of August, 2020.

    I think the big problem with the Abbott Labs fast test is they can only test 4 patients per hour. The other problem is that they will only have 5,500 of these machines ready for the entire USA.. 

     

    The first version of the Korean fast system that was released at the beginning of February can process 24 tests per hour.  

     

    The city of LA has purchased 20,000 of the Korean test kits at this point. Only 200 have arrived so far from Korea. 

     

    I am not sure how this can be  used at this time to test an entire cruise ship embarking.

    Canadians travelling outside of Canada must buy health insurance.

     

    Are Canadians good about always buying travel insurance when they go abroad? The only change would be with the Schengen visa is  that proof of travel health insurance is necessary to get the visa for entry along with a small fee, I would imagine. 

     

    Oddly, I looked at Sweden's medical agreement documents now and you are right, it is not Canada, but the agreement is actually just with Quebec and not the whole country.

    I could see the Schengen visa applied to all countries that do not have direct medical agreements with European countries. This visa has a proof of health care provision so that European countries do not get stuck with the bill for these visitors if they suffer illness or injury. This already applies to all but 50 countries in the world. That could be reduced and then require visas for Americans. 

     

    Canada and Australia usually have direct agreements for care of their citizens while abroad and they are usually reciprocal.

    There are data tracking companies that have tracked all cell phone movements from Florida. There was an interesting video that showed where these specific spring breakers from Fort Lauderdale beach went in the days after departing Florida. The top spots were Indiana, Ohio, Michigan, Georgia and Tennessee.

  18. Carnival has announced that the Carnival Radiance sailings are cancelled until the 1st of November 2020 at this time.

     

    The Carnival Victory is sitting in Navantia shipyard and was being converted to the Carnival Radiance. Work was to begin just days prior to the work on Allure was scheduled to begin. 

     

    As the work on Victory was scheduled for a 7 week dry dock as much of the work was done on a non-revenue transatlantic sailing. 

     

    I think Allure was originally scheduled for a 6 week dry dock. It would seem that Allure could be available first around mid-October if this is the case.
