Is the on board exchange rate comparable or do they have it set at lower return rate on board, How does this work when paying your onboard account with a UK visa Card

The exchange rate is not based on Celebrity. The rate Celebrity charges on board the ship is in USA dollars. If you use a credit card, the credit card company will determine the exchange rate based on the current exchange rate along with what additional percentage rates they tack on for the transactions.

That's not necessarily true unless you particularly request it on the Xpress Pass or at check-in, otherwise Celebrity will use their rate and even if you opt out of the Celebrity exchange conversion they tend to get it wrong.

 

There's quite a bit of discussion on this thread and it's worth having a look at the comments. Bottom line, if Celebrity do the conversion the rate is worse than you would get from your credit card company:
