The ships went to Canada. Canada is a foreign port. Since it was a round trip cruise, all that was needed was one stop in a foreign port.

 

Now you are really blowing smoke.A number of passengers jumped ship and Carnival was not the only cruise line affected.

 

If no passengers are being transported, then there is no violation of the PVSA.

 

If cargo is being transported, it could be a violation of a different act.

Bribing government officials happens all the time. There are "legal" ways of doing it. Ask any lobbyist. :cool:
