Nothing is really 'near' the dock, but downtown is about a mile away and there are a ton of restaurants. Was there a specific type of food you were looking for ? There's also the James Bay Inn (JBI), which has both a pub and restaurant. Actually "the Keg" downtown has a pretty decent view (from the west windows) of the harbour and good steaks/seafood. If you're looking for local charm, Barb's Fish and Chips is ultra casual and only 4-5 blocks from the cruise terminal. You'll sit outside and eat at picnic benches, but among Victoria's best F&C. That said, Milestones is a never fail for good food and services, cheap prices but it's a shame about the view:D Bengal lounge curry buffet is excellent but no view but the ambieance of the lounge is steller :) The martinis are great.
