What time can we board??????

The documents say boarding at 2pm in case there is a delay with the previous cruise. Almost always they start boarding sometime between 11 and 12pm, but they don't want people to get upset if that doesn't happen due to a delay with the previous cruise, hence the 2pm time in the boarding documents.

We always get to the ship around noon. But we are Emerald (soon to be Diamond - after the next cruise) and so we get priority check-in and boarding. This is one of the real benefits of Crown & Anchor membership. If I had to wait in the regular lines, I might wait until 2PM.
