Muster drill is when you report to your emergency station for a safety bringing. Depending on the line and ship, this could occur in a lounge, or on the deck where you embark your lifeboat should it become necessary. Attendance is mandatory.

Ship tenders are lifeboats that are used to tender people from the ship to a port, where it is not possible to dock. It is also possible that the port may use its own tenders. Depending on when you wish to head to shore, if its early, you go to a designated location where you receive your tender ticket, and then wait to be brought down, or if its later, you just head straight to the tender berth.

1. Muster drill is practicing in case there should be a problem on the cruise. On most ships, each cabin is assigned to one of the muster stations. These are either a lounge or dining room, or an area on deck. This is where you would be instructed to go if there was an emergency - something like a fire or you hit an iceberg. The day you board, usually shortly before or after sailing, there will be a muster drill. Just follow the instructions.

2. In most ports, the ship will be docked, and you just walk off the ship onto land. However, there are some ports where the ship anchors offshore. In these ports, the ship's lifeboats are used as tenders to transfer passengers between the ship and land. On most ships, priority is given to passengers on ships tours, passengers in suites and passengers in the highest level(s) of the repeat guest program. All others are instructed to go to one of the lounges to get a ticket for the tender. These tickets are numbered. They call the range of numbers that will fit on each tender after accommodating those with priority.

Note, you will only need a tender ticket if you are part of an organized shore trip or excursion, at least with Carnival. Once these have been cleared they announce that the tenders are open and you just take an elevator down as far as you can go or walk down to Deck 0 and board when you are ready. Tender tickets aren't required once they open it up.
