That's because there's no competing casino on the land on Great Stirrup Cay, and NCL owns that property so they can make any rules they want when they stop there. The fact that they own the property doesn't automatically give them the right to open the casino. It has to be permitted under Bahamian law. I was also on a cruise some years ago that stayed in Nassau until late at night, and the casino was allowed to open after a certain hour...as permitted by local law.
