The same thing happens quite a bit for Carnival and Holland who use Half Moon Cay. We have missed Half moon Cay quite a few times over the years due to high winds and / or bad weather.

We missed it on Monarch 12/12. First time in 5 trips, but we tried again on the last day and made it. We ended up just reversing our itinerary.

 

I think it is a lot more common in the winter, with the higher winds.

It happens. Building a dock is very expensive and damaging. The channel would have to be large and deep enough to handle the large ships in high winds and rough seas, which mean a big channel, deeper, wider, more damaging and expensive. At that point in bad conditions, is the island worth going to?
