I couldn't find any new proclamations explaining why they are still that way. I get e-mail notifications from http://halfstaff.org/ every time the flag is to be flown at half staff. Thanks for the link! I worked for public safety in our small town...and was usually the one who would get the emails telling us to put our flags at half mast!
