Hard to say what the wind speed threshold is. Most likely the Captain won't know until he approaches or attempts to approach the dock. It would depend on wind direction and which side he is attempting to dock on, if a choice of sides isn't available due to another ship in port. Play it as it comes. Yes, you may miss party time at Jacks or MV but a sea day is just fine for relaxing.

Interesting question. We were on the Breeze in April and as we came into Nassau there were already 5 ships in port. Only open slot was an inside one. There was a pretty stiff cross breeze (no pun intended). I thought we were going to bag it. They ended up turning the ship around and backing in. The side trusters were pretty much on the whole time. Interesting to watch.
