You might get a more specific answer in the NCL forum, but anytime we've done a cruise with them they stayed on departure port time. We've never done that ship out of that port, though... Hard to say. We've done ships that would switch the clocks to local time and announce it in the daily newsletter, and we've done ships that stay on the time zone they depart from. Key is to watch, listen and pay attention onboard the night before. As far as the tours go, they are used to working with ships. Let them know what time your itinerary says you are arriving and they will probably be able to tell you what time you will actually be meeting them on the island.
