This won't change the rate for those who were booked previously in a stateroom, only for those who are added. Been there and done this several times. But OP could make other non-refundable reservations/purchases relying on the info that there is room in the cabin when that might not be the case - a free bed in cabin does not necessarily mean that it could be used on any given cruise.
