Can you upgrade after final payment, for instance an inside to a balcony or JS? Any restrictions? Just wondering if I might be able to snag a JS if the price drops right before we cruise. Thanks!

Yes, they allow upgrades after final payment. However, the price of the upgraded stateroom might be restricted to new bookings.

As long as the price is below what you paid and it is not part of a sale that excludes this then yes you can upgrade.

Yes, we just did this on our recent Oasis cruise. We had originally booked a junior suite and about two weeks before our sailing the price of the crown lofts came down considerably. At that time there was a WOW sale, which was for new bookings only and lasted for two days. On the third day the CL price had not changed, so I contacted our TA and she contacted Royal and they allowed us to pay the difference. It was worth every penny of it. :)
